WRDA calls for stronger, trauma-informed victim engagement in parole process

20 May 2026 - The Women’s Resource and Development Agency (WRDA) has welcomed proposals from the Department of Justice aimed at improving victim engagement in the parole process, while calling for further measures to ensure the approach is trauma-informed, transparent, and victim-centred.

In our consultation response, WRDA expressed support for all five proposed reforms, which include the presumption that victims will be permitted to attend parole hearings. WRDA emphasised that these proposals represent an important step towards enhancing victims’ experiences within the justice system and increasing their meaningful participation in parole proceedings.

However, we also set out key recommendations to ensure reforms deliver real and lasting improvements for victims.

Key recommendations from WRDA include:

  • Effective communication and information sharing

  • Clarity around the purpose, scope and use of victim statements

  • Bespoke services for victims of intimate partner violence (IPV) and sexual violence

WRDA underlined that participation in the parole process must be meaningful rather than procedural, warning that inadequate communication or support could negatively impact victims’ wellbeing and confidence in the justice system.
